Population in the SCAG region is projected to rise by 40% by the year 2020, 85% from
native births, and only 15% from immigration. This growth is putting increasing pressure on all aspects of
the region's infrastructure (especially transportation) as well as on the
environment, including air, water and land.

The economy, although improving slowly, is still in
bad shape and people are suffering. In 1996, employment is nearly back to what it was in 1990. As of January 1997, the official
unemployment rate in the SCAG region was 7.0%, a considerable improvement over
the 7.9% a year earlier. However, this statistic does not count the hundreds
of thousands of discouraged workers who have stopped searching for work.
